The Fayette County Sheriff's Office has announced the arrest of five individuals in
connection with a fraud investigation. Sheriff Steve Kessler provided the following information concerning these arrests:
On February 25, 2010 a complaint was received from the owner of the Cold Spot convenience
store in Glen Jean concerning the excessive and possible fraudulent use of a credit card at that establishment. It was
reported at that time that a Chase credit card had been used at this establishment multiple times over a period of approximately
fifteen days, incurring charges in excess of $13,000.00. Following an extensive investigation it was determined that
three individuals had been making purchases at the store using this credit card information and that two employees of the
store, Connie Bell and Crystal Clark, were involved in this conspiracy. The three primary suspects would make purchases
of items including tobacco products and lottery tickets and would obtain cash advances on this card. The two clerks
involved would receive payment in the form of cash, lottery tickets and other items in exchange for their complicity in the
fraudulent use of this credit card. As a result of this investigation charges were filed against the five involved individuals.
James Cosby, age 43, of Scarbro, was charged with ten felony charges including computer fraud, identity theft and conspiracy.
He was released on a $60,000.00 bond. Crystal Pack, age 22, of Scarbro was charged with five felony counts including
computer fraud, identity theft and conspiracy. She was released on a $10,000.00 bond. Connie Bell, age 37, of
Hilltop, was charged with 36 felony counts including computer fraud, identity theft and conspiracy. She was released
on a $100,000.00 bond. Crystal Clark, age 25, of Bradley was charged with 36 felony counts including computer fraud,
identity theft and conspiracy. She was released on a $100,000.00 bond. Alfred Clinton Toney, age 39, of Oak Hill,
was charged with 196 felony counts including computer fraud, identity theft, forgery and uttering and conspiracy. He
remains incarcerated in the Southern Regional Jail in lieu of a $150,000.00 bond. This case was investigated by Deputy
S.K. Neal of the Fayette County Sheriff's Office. He was assisted by Corporal S.L. Campbell and Deputy A.E. Roberts.

Two Fayette County residents have been arrested in connection with the sexual assault
of a young child. Sheriff Steve Kessler released the following information concerning these arrests:
At approximately 3:30pm on Wednesday, April 14, 2010 notification was received through
the Fayette County 911 Center of a possible sexual assault of a child that had occurred earlier that morning in the Falls
View area of Fayette County. Upon arriving at the scene Deputy P.J. Pack contacted the Oak Hill District Office of Child
Protective Services and the Just For Kids, Inc. Fayette County Child and Youth Advocacy Center to intiate a joint investigation
into these allegations. After conducting interviews with the child, age 7, and various witnessess and collecting corroborating
evidence Deputy Pack obtained arrest warrants for two individuals in connection with this crime. The two individuals
were arrested earlier this afternoon without incident and were arraigned in the Magistrate Court of Fayette County.
William D. Propps, also known as "Rusty" Propps, age 31, of Falls View was charged with one count of First Degree Sexual Assault
and one count of Sexual Abuse by a Parent, Gaurdian or Custodian. Starlett Lynn Propps, age 26, of Falls View was charged
with a single count of Gross Child Neglect Creating the Risk of Bodily Injury. According to Sheriff Kessler, the charge
of Gross Child Neglect Creating Risk of Bodily Injury was based on Starlett Propps' alleged knowledge of this crime and her
failure to report this crime to Child Protective Services or law enforcement. "If you molest a child in Fayette County
you're going to be arrested," said Sheriff Kessler, "and if a child reports to you that he or she has been molested and you
don't report this you will be arrested as well. It is everyone's responsibility to keep our children safe." William
Propps was remanded to the Southern Regional Jail in lieu of a $25,000.00 bond. Starlett Propps was remanded to the
Southern Regional Jail in lieu of a $10,000.00 bond. This case remains under investigation by Deputy P.J. Pack of the
Fayette County Sheriff's Office, the Child Protective Services Division of hte DHHR and the Just For Kids, Inc. Child and
Youth Advocacy Center.
